Joining Harris in 2016 as an ISSM, Westley assumed positions of increasing responsibility during his tenure, including CHQ Director of Cybersecurity for classified programs across enterprise-wide portfolios. He is the recipient of the 2017 S&IS Presidents Award for his work in the recovery of program cybersecurity postures at risk. Westley received his bachelor’s degree in information technology and his master’s in business administration with a focus in technology management from the University of Phoenix.

Regine Bonneau - RB Advisory LLC
Regine Bonneau , CTPRP, also known as “Regine the Cyber Queen” is the CEO and founder of RB Advisory. The company was established in 2016 by Bonneau after she transitioned from years in the risk management and compliance industry. She focused on cybersecurity as new regulations involved security controls. Drawing upon her expertise which spans more than two decades – Bonneau set RB Advisory apart from other firms by emphasizing people, process, and technology in industries ranging from healthcare, financial, legal, government and energy sectors, from small to large scale enterprises.
“I founded RB Advisory because after years of working in corporate America and being told that I have great ideas, I decided after many struggles and lessons learned to start my own company,” says Regine Bonneau CTPRP, founder and CEO, RB Advisory.” One of her favorite inspiring quotes is from Amelia Earhart which sums up her inspiration, “The most difficult thing is the decision to act. The rest is merely tenacity.”
Bonneau is an immigrant from Haiti and was raised in New York City. She is fluent in four languages – English, Creole, Spanish and French. Bonneau is highly educated with a master’s degree in law from Thomas Jefferson School of Law, a bachelor’s degree in business administration and finance from Strayer University and a degree in electrical engineering from Technical Career College. She is a highly sought-after speaker within the cybersecurity industry and holds leadership roles in several technology industry associations, as well as fellowships. Bonneau has been featured in the Orlando Sentinel, the Orlando Business Journal, Sanford Herald and other prominent publications and digital media platforms. She has recently been recognized by the Women’s Edge as a Top 100 Women Led Business in 2024 and Consulting Magazine recognized her as one of the 2021 Women Leaders in Technology. These prestigious awards recognize women leaders in leadership and technology for excellence in service and innovation across the nation.
Bonneau is an industry thought leader and was featured by the Orlando Business Journal’s cover story: “Central Florida Influencers: Meet 6 Black Tech Leaders Who are Changing Their Industry” and has been featured in the The Orlando Sentinel, Orange Appeal Magazine, Authority Magazine, The Sanford Herald, Risk & Insurance, Washington Times, and other prominent publications. She has also been sought out as a frequent speaker for cyber risk management and compliance and was and was a keynote speaker for Microsoft during Small Business Week. Bonneau holds leadership roles in several technology industry associations, is a New America Cybersecurity Fellow, and member of the International Consortium of Minority Cybersecurity Professionals (ICMCP).
As a black woman, immigrant turned U.S. citizen, single mother, engineer and business owner in an industry that is only 20% women — and only about 3% are black men and women, Bonneau is an example. She is passionate about paving the way for females of all races to have a seat at the table in this industry. She refers to the saying, “success is not achieved alone,” stressing its importance. “I’ve been very fortunate to have many mentors who have helped me along the way, especially as an entrepreneur, so it’s important to find mentors and surround yourself with the right people who can help you reach your goal,” says Bonneau.
Currently, Bonneau serves as the President of the NAWBO Orlando Chapter serving women-owned businesses in Central Florida.

Dr. Rohan Jowallah is a global educator, researcher, and instructional designer at the University of Central Florida (UCF) with over 30 years of experience spanning the Caribbean, the United Kingdom, and the United States. A leading voice in AI and education, Dr. Jowallah has delivered over 100 national and international presentations, including at UNESCO, IFIP/G20, and major Caribbean forums in the USA. His current research focuses on AI ethics, education, and preparing institutions for future-ready learning environments. Dr. Jowallah’s work bridges technological innovation with human-centered values, advocating for AI literacy and the ethical deployment of AI across various sectors. He is dedicated to guiding individuals and organizations through the rapidly changing landscape of artificial intelligence and workforce transformation.
